What is a piece of equipment sold as salvage?

Our definition of salvage: The truck does not even pass inspection and is not safe to drive down the highway legally. The truck may have been in a flood or wreck. We have not touched the machine at all. It is sold very cheap as is and where is without our mechanics even looking at it. Some of our customers like to do major work and complete overhauls themselves to save money. These sweepers usually need major repairs by the customer to get them street legal and working properly.
